For a guy like this, if your a prosecutor you got to put people like these for lesser crimes like rape and assault before they turn out to be serial killers like Alcala. If Tali Shapiro’s family would have stayed in the US and testified against Alcala in 1971, then those victims like Robin Samsoe would have been alive today or at least delayed Alcala from killing. He probably have gotten a lengthy sentence, but because of that failure this man free to do whatever he wanted.
